Haiti's plans to rebuild army meets opposition
PORT-AU-PRINCE, Haiti (AP) ? A plan by Haitian President Michel Martelly to revive the country's disbanded military is running into opposition.
Sen. Moise Jean-Charles of Haiti's dominant political party told The Associated Press on Wednesday that Haiti does not need to create a new army.
He noted Haiti cannot afford to do that on its own, so the financing would have to come from international partners.
"Why would the international community fund an army?" he said. "We don't have anyone we're going to war with."
Jean-Charles is a member of the Unity party, which has a majority in the 30-member Senate and controls 36 seats in the 99-member Chamber of Deputies. The $95 million plan would need approval from Parliament.
Jean-Charles said Haiti should instead focus on improving its police department.
"We need to strengthen the national police and build departments inside it to secure the country," he said.
He commented a day after The Associated Press obtained a draft of the Haitian government's proposal for rebuilding a military dismantled in 1995 after a long history of abuse and coups.
Political observers said Wednesday that the government's resources could be better spent on job programs for youths.
A Martelly adviser did not return requests for comment, and the National Palace has referred all questions to security consultant Reginald Delva, who could not be reached for comment.
The proposal seeks to fulfill Martelly's controversial campaign pledge to revive the army. It calls for recruiting and training 3,500 soldiers in the first three years so the force can eventually replace a U.N. peacekeeping mission.
The document says the force, to be known as the National Council of Defense and Security, would patrol Haiti's porous borders with the Dominican Republic and neighboring islands, bring order in a time of crisis and train young Haitians.
Creating a new armed force is certain to draw criticism from human rights groups that documented abuses committed by the previous Haitian military.
But some Haitians harbor ill feelings toward the U.N. peacekeeping mission that has been in Haiti since 2004, when a violent rebellion of former soldiers toppled then President Jean-Bertrand Aristide.
The U.N. force has been blamed for introducing a cholera outbreak, and several Uruguayan sailors from one of its battalions face accusations of sexually abusing an 18-year-old Haitian man.

AP signs exclusive deal for HD video from NKorea (AP)
TOKYO ? Associated Press President and Chief Executive Tom Curley said Thursday the agency has signed an exclusive deal to provide high definition news video from North Korea to broadcasters worldwide.
In a speech in Tokyo, Curley unveiled the three-year agreement with North Korean state broadcaster KRT and the Ministry of Posts and Telecommunications.
"Today's announcement means that AP will be the only news agency to transmit broadcast quality HD video of key events in North Korea," he said at the Japan National Press Club.
Associated Press Television News will also have exclusive rights to deliver HD video feeds for individual broadcasters wishing to transmit their own reports from North Korea.
The infrastructure will be established ahead of 2012, when the so-called Hermit Kingdom celebrates the 100th anniversary of the birth of the late leader Kim Il Sung.
The deal extends AP's recent push into North Korea to a level unmatched by any other Western news organization.
AP announced in June that it had also signed a series of agreements with the Korea Central News Agency, including one for the opening of a comprehensive news bureau in Pyongyang.
Expected to launch early next year, the office would be the first permanent text and photo bureau operated by a Western news organization in the North Korean capital. It would build upon the AP's existing video news bureau, which opened in Pyongyang in 2006.
In addition, the agencies signed a contract designating the AP as the exclusive international distributor of contemporary and historical video from KCNA's archive. The agencies also plan a joint photo exhibition in New York next year. They already had an agreement between them to distribute KCNA photo archives to the global market, signed earlier this year.
"This is a historic and watershed development," Curley said. "For AP, it extends further and deeper our global reach and shows the trust that is at the core of AP reporting. For the world, it means opening the door to a better understanding between the DPRK and the rest of the world."
The latest deal also highlights AP's broader digital transformation efforts in a rapidly evolving media landscape.
AP, which sees video as a critical part of its future, is investing at least $30 million into its video business. Under an 18-month plan, the agency is upgrading all infrastructure to eventually provide HD video that "will fit easily into digital platforms of any media customer anywhere."
Curley told the group of Japanese journalists that while the U.S. is "ground zero" for the digital media shift, "the movement of information consumption to online platforms and devices is here to stay, and it will inevitably upend traditional forms of media everywhere in the world."
Founded in 1846, the AP maintains bureaus in some 100 countries around the world and is the oldest and largest of the world's major news agencies.

In Indonesia, Corruption Scandals Plague Anti-Graft President (Time.com)
When Indonesian President Susilo Bambang Yudhoyono took office in 2004, he vowed to wage a campaign of "shock therapy" to help rid his country of endemic corruption. With two of his ministries currently embroiled in scandal, the timing couldn't be better to deliver a strong electric jolt - and it could result in some departures from his government. Facing mounting public pressure, Yudhoyono is expected to reshuffle his cabinet before he finishes the second year of his second term on Oct. 20. "The president wants to find new ways to improve performance," Daniel Sparringa, a presidential advisor on political affairs, told TIME.
Most analysts agree that Yudhoyono, who has three years left in his final term, has little choice but to shake up his cabinet, which is made up of coalition partners from different parties, many of whom have competing interests and various competency issues. The recent corruption scandals have brought these weaknesses into sharp relief and cast Yudhoyono's cabinet, as well as his party, in an unflattering light. Late last month, two officials in the Ministry of Manpower and Transmigration were arrested after allegedly accepting 1.5 billion rupiah ($175,000) in kickbacks from a businesswoman who was trying to steer government development funds toward her region. And in an even more embarrassing incident, Muhammad Nazaruddin, the 33-year-old former treasurer of Yudhoyono's Democratic Party, was arrested on Aug. 8 in the Colombian city of Cartagena after skipping the country when he was implicated in a major bribery scandal involving the construction of athlete housing for the Southeast Asian Games, being held in Indonesia in November. The secretary to the Minister for Youth and Sports and two others have also been arrested.
In both cases, however, the heads of the ministries involved have denied any knowledge of what their subordinates were involved in. And neither has offered to step down. Unlike in India, where the telecommunications minister resigned in shame in 2008 after a massive corruption scandal, or in Japan, where ministers and prime ministers routinely bow out at the slightest hint of impropriety, Indonesian officials tend to cling to power. To make things even worse for the Democrats, Nazaruddin publicly accused party chairman Anas Urbaningrum, widely considered a possible presidential candidate in 2014, of corruption, as well. Whether the cabinet reshuffle changes anything remains to be seen. Corruption is still a serious problem in Indonesia despite Yudhoyono's various attempts to stamp it out over the years. Since 2004, the Corruption Eradiation Commission (or KPK) has received more than 48,000 complaints from the public involving judges, governors, ambassadors and parliamentarians, with 7,800 of them deemed to show indications of corruption. But even though the commission has a 100% conviction rate, KPK officials say corruption has only gotten worse in recent years. Mochamad Jassin, a KPK deputy commissioner, recently told reporters that corruption is "bigger than [in] the Suharto period" and that it usually takes the form of "mark-ups and abuse of regional budgets." Put simply, he said, "In the area of public service, corruption is still rampant."
Ironically, the fear of corruption investigations might be holding the country back, too. Indonesia may be humming along at an enviable 6.4% growth rate, but many economists feel that it's still not living up to its full economic potential. Umar Juoro, a senior economist at the Center for Information and Development Studies, a Jakarta-based think tank, believes Indonesia has the potential to grow at 9% per year, but the economy has been slowed, in part, by the government's inability to disburse funds fast enough. One of the reasons? Ministries are fearful of anything that smacks of corruption, he says. "If the government could disburse budgetary funds more quickly we could still do better, even with all the corruption," he says. "Corruption will always be there but it's no excuse for the government not to get things done."

Autumn has arrived and with it shortened days, cool air and beautiful hues. ?With the show season coming to a close, we finally find time to reflect on the Summer of 2011. This past season was jam-packed full of challenges and changes. It has been a summer of hope, dreams,?old friends, new friends, ?health, passing, twins, ownership, broken arm, graduations, reunions, great company, lots of laughs, honor, great food, travel, decisions and hard work?. All of these things have brought an array of emotions and have inspired growth, we would not have traded any of it. It has been one of those times when you need to believe that a higher order will light your way and bring you home. And so it has. We will keep you posted on all the new changes coming our way.
Meanwhile?..we cannot begin to list all the accomplishments our team has experienced this season. All of our riders have done their best to push themselves to new levels. We are continuously in awe of how determined they are to transform themselves into better riders, horseman and as a result incredible people. Our lives are enriched by the people that surround us and we appreciate each and every one of them. Thank you all for being ?YOU?.

Finance ministry note not a big issue, says Khurshid

The note sent by the finance ministry to the Prime Minister's Office (PMO) on 2G spectrum allocations is just a "summary" by a junior official and not a cause of concern, Law Minister Salman Khurshid said Monday.
"I have seen the note. I don't think there is any such big issue in it for which we should express concern," Khurshid told reporters.
The March 25 note to the PMO from the finance ministry headed by Pranab Mukherjee says that the airwaves could have been auctioned in 2008 if Chidambaram, who was then the finance minister, had "stuck to his stand".
In the note, the finance ministry says Chidambaram could have prevented spectrum from being given away at throwaway prices by insisting on its auction -- implying that presumptive losses worth thousands of crores could have thus been avoided.
Asked about the legal validity of the note, Khurshid told reporters said it was not possible to comment on it at this stage.
He said the note had been prepared by ?some official at junior level?.
?It is a summary and in summary, sometimes a person goes beyond and gives his opinion. What is the importance of this opinion, we shall see when we discuss,? Khurshid said.
?I understand that the way some people are presenting it (the note) is in an exaggerated manner. There is nothing like that in reality,? Khurshid said.
Khurshid said his ministry will give its view on any document or an issue under discussion if a request is made.
The controversial note, which was accessed through a Right to Information query, has led to renewed demands from the opposition for Chidambaram's resignation from the union cabinet and allegations that there was a ?civil war? in the government.

Breast Cancer Imaging Controversies Continue - Medical Imaging Talk
The preventive mammogram, a long-time staple of medical imaging clinics, is increasingly under attack. And given the inconclusive evidence from researchers from both sides of the debate about the usefulness of preventive mammograms, the attacks won?t go away anytime soon.
In the latest issue of Radiology, proponents and opponents of preventive mammograms each ran an editorial.
Opponents noted that breast cancer mortality in Europe fell between 1989 and 2005 despite the lack of organized screening. They also noted that Sweden?s breast cancer mortality rate fell more slowly than the rest of Europe?s despite having the most extensive screening program in Europe. Ductal carcinoma in situ (DCIS), the most common mammography-detected breast cancer, only develops in half of all cases, the researchers claimed, leading physicians who rely on medical imaging to overdiagnose and overtreat thousands of patients. They are also worried that the more sensitive CAD and ultrasound medical imaging techniques will only lead more physicians to treat women who should not, according to the mortality statistics, be treated.
Proponents of preventive medical imaging acknowledge some overdiagnosis of breast cancer on the basis of medical imaging, but think that the benefits of early detection outweigh the possible dangers of treament. They argued that for every overdiagnosis, there are more than two lives saved because of early detection. There is also no evidence, they stated, that breast cancers, if left alone, will often regress ? and that includes DCIS. Their conclusion: Inform women so that they can make their own decisions about treatment ? and possible overtreatment.
No doubt, the arguments about breast cancer, medical imaging, and treatment options will continue. Hopefully, a cure for breast cancer will eventually put them all to rest.

Continuing a global effort to prevent malaria infections, Michigan State University researchers have created a new malaria vaccine ? one that combines the use of a disabled cold virus with an immune system-stimulating gene ? that appears to increase the immune response against the parasite that causes the deadly disease.
At the same time, the group led by Andrea Amalfitano of the College of Osteopathic Medicine also discovered another immune-system stimulating agent ? created at MSU and which has been successful in improving immune responses in vaccines for diseases such as HIV ? paradoxically made for a less effective malaria vaccine.
Both of the findings will help researchers develop more effective vaccine platforms in general, and malaria vaccines specifically, hopefully leading to human clinical trials soon, Amalfitano said. The research is published in the current edition of PLoS ONE.
"Researchers across the globe are working on ways to prevent people from becoming infected with malaria," said Amalfitano of the disease that kills up to a million people each year, mainly in sub-Saharan Africa. "Some vaccines are showing promise, but they are not as effective as they need to be for any mass distribution."
Amalfitano and his research team are focusing on one such vaccine platform, spearheaded by the U.S. Army, that targets a certain gene on the malaria parasite, a protein called Circumsporozoite Protein, or CSP.
That protein is thought to play a key role in creating an immune response to the malaria parasite; past research shows people infected by malaria multiple times will begin creating an immune response to this protein, suggesting at some level it could be protective.
"What we are looking to do is improve the ability of the vaccine to induce immune responses to that protein," Amalfitano said. "We are adding genes to the vaccine to try and stimulate the immune system."
Those genetic agents, similar to chemical adjuvants, are stimulants that improve the ability of vaccines to induce beneficial immune responses in general.
In mouse models, the researchers used two such "gene-adjuvants": rEA and EAT-2, both of which aimed to illicit improved immune responses to the malaria CSP gene. Surprisingly, the rEA agent ? which was developed at MSU in part by the late Barnett Rosenberg ? did not produce the desired result and in fact seemed to worsen the animal's ability to generate an immune response to CSP.
However, the EAT-2 gene-adjuvant stimulated the immune system in a different way, and Amalfitano and his team were able to increase the ability of the immune system to respond to CSP to a level that surpassed currently available malaria vaccine systems.
"The results were surprising, but we were able to hit our goal eventually," he said. "This research will help us as we create a viable vaccine. While the way that rEA is trying to stimulate the immune system may not be the best way for malaria, we did come up with an alternative adjuvant to effectively target the parasite."
Amalfitano said the next step is to see if researchers can prevent malaria in animal models using the EAT-2 gene-adjuvant: "Then we can take the lessons learned and really go forward and do what's necessary to feel confident to begin human trials."

FRANKFURT, Germany ? A raft of downbeat indicators stoked fears that Europe is on the edge of recession as it grapples with a crippling debt crisis.
The European Commission's index of consumer optimism from the European Commission fell to a two-year low of minus 18.5 in September in the 17 countries that use the euro. Meanwhile industrial orders ? key for Europe's manufacturing driven economy ? slid 2.1 percent in July, according to Eurostat, the EU's statistics office.

LONDON ? Mounting evidence that the world economy is slowing down sharply sent global stock markets spiraling down as investors brushed off the U.S. Federal Reserve's efforts to spur growth and focused instead on the central bank's gloomy outlook.

Bayer drug a "major new player" in prostate cancer (Reuters)
STOCKHOLM (Reuters) ? An experimental drug from Germany's Bayer and Norwegian biotech Algeta that prolongs the lives of patients with advanced prostate cancer is a major step forward in treatment of the disease, cancer experts said on Saturday.
A late stage trial of Alpharadin, a new type of drug that delivers minute, highly-charged doses of radiation to secondary tumors in the bone, was halted early after researchers saw patients on the new treatment living almost three months longer on average than those on standard treatment plus placebo.
"It would have been unethical not to offer the active treatment to those taking placebo," Chris Parker, who led the trial at Britain's Royal Marsden Hospital, told delegates at the European Multidisciplinary Cancer Congress (EMCC) in Stockholm.
Alpharadin is based on the active ingredient radium 223 and is designed to treat patients with advanced disease whose cancer has spread to their bones.
Parker said he expected the drug to become a new standard treatment for these patients. Both Jean Charles Soria, a co-chair of the EMCC congress, and Michael Baumann, president of the European Cancer Organization, said Alpharadin was "a major new player" and likely to be "practice changing."
Kemal Malik, Bayer's head of global development, has described the success of Alpharadin -- which first showed promise in headline data released in June -- as a "transforming moment" for the company.
Sales of Alpharadin are expected to reach $662 million by 2015, according to consensus forecasts from Thomson Reuters Pharma. The drug's performance is also particularly important for Algeta, whose fortunes are tied closely its success.
Parker said the two firms now intend to use the data to submit the drug for regulatory approval.
TARGETED
Alpharadin is from a class of drugs called alpha-pharmaceuticals which work by sending tiny, charged, targeted doses of damaging radiation to a secondary tumour -- known as a metastasis -- in the bone.
Because it is so targeted, side effects are minimal in comparison with more conventional treatments, a factor that is likely to boost its popularity with patients and doctors.
"Compared to chemotherapy, which affects all the tissues of the body, radium-223 is highly targeted to the bone metastases, and it has a completely different safety profile," Parker explained. In the trial, he said, the drug was "extremely well tolerated."
Radium is similar to calcium in that it sticks to bone, particularly to where new bone is being formed, so it is a highly effective way of delivering radiation to a target.
"It takes only a single alpha particle to kill a cell," Parker said. "And collateral damage is minimised because the particles have such a tiny range -- a few millionths of a meter -- so we can be sure that the damage is being done where it should be, to the metastasis."
Parker's team studied the drug in patients with prostate cancer because it has a high tendency to spread to the bones. Around 90 percent of all men with prostate cancer will develop bone metastases in the advanced stages of the disease.
Prostate cancer is also the second most common cancer in men after lung cancer, killing an estimated 255,000 men each year.
Complete data from the trial showed that the median overall survival period for patients on the new drug was 14 months compared with 11.2 months for the placebo. The hazard ratio was 0.695, meaning that patients taking Alpharadin had a 30 percent lower rate of death compared to patients taking placebo.
