Apple CEO says he feels shareholders' pain, urges long view

CUPERTINO, California (Reuters) - Apple Inc CEO Tim Cook on Wednesday acknowledged widespread disappointment in the company's sagging share price but shared few details about its secretive product pipeline and touched only briefly on a raging debate about how best to reward shareholders.

The world's most valuable technology company headed into its annual shareholders' meeting at its headquarters on shakier ground than it has been accustomed to in years, since the iPhone and iPad helped vault the company to premier investment status.

A declining share price has lent weight to Wall Street's demand that it share more of its $137 billion in cash and securities pile - equivalent to Hungary's Gross Domestic Product, and growing - a debate now spearheaded by outspoken hedge fund manager David Einhorn.

Einhorn was not spotted at the meeting at the company's headquarters at 1 Infinite Loop in Cupertino. Cook repeated that the company's board remained in "very very active" discussions about options for cash sharing, and said he shared investors' dissatisfaction over the stock price.

"I don't like it either. The board doesn't like it. The management team doesn't like it," Cook told investors.

"What we are focused on is the long term. This has always been a secret of Apple."

By focusing on the long term, revenue and profit will follow, he said.

Apple had the "mother of all years" last year with growth, in terms of dollars, outpacing that of Microsoft Corp, Google Inc, Nokia and several other major technology companies combined, Cook said.

Cook -- who was re-elected to the board with 99.1 percent of shareholder votes -- added that the company was working on new product categories, but, as usual, would not elaborate.

Speculation is rife on Wall Street and in Silicon Valley that the iPhone maker is working on a project to revolutionize the television and TV content, or a smart "iWatch."

Apple's stock was down 0.25 percent to $447.86 in afternoon trade. It is now down more than 35 percent from its $702.10 September peak.

SHARE AND SHARE ALIKE

Cook presided over Wednesday's staid affair in his typically even-keeled manner. Despite a slipping share price, dissatisfaction on the Street over its cash allocation and uncertainty over its product pipeline, shareholders re-elected the entire board, and Cook won more than 99 percent of the vote in preliminary results.

Cook got the most votes, followed by Walt Disney Co's Bob Iger, who won re-election with 99 percent of shareholder votes. Former Avon Products Inc CEO Andrea Jung, who stepped down after botching several attempts at restructuring the cosmetics company, received the fewest votes of the group, with 84.6 percent of shareholders voting yea.

Carol Shoaff, an Apple shareholder for about the past five years, said after the meeting that she was confident in Apple's leadership and the company was on the right path.

"I think he's good," she said, referring to Cook. "I don't think Steve Jobs would have left him in charge if he didn't believe in him."

Members of the Service Employees International Union protested outside the headquarters to get Apple to reconsider hiring of securities contractor SIS.

Apple's annual shareholder meetings have seemed more like celebrations in recent years. Since the company came out with its first iPhone in 2007, the company multiplied in market value until it peaked in September.

Then Samsung Electronics and Amazon.com Inc began seriously eroding its market share in 2012, powered by arch-rival Google Inc's Android software. On March 14, Samsung will launch the Galaxy SIV smartphone, the latest iteration of a flagship smartphone that helped it dethrone Apple from the top of the industry.

Institutional investors want Apple to share a greater chunk of its cash and securities pile, a demand growing increasingly strident with the company's stock wallowing at levels untested since the start of 2012.

Einhorn is advocating "iPrefs," preferred stock that will carry a perpetual 4 percent dividend to boost returns while not hampering cash flow.

On Friday, Einhorn won an important legal victory that strengthened his hand. His Greenlight Capital secured an injunction that invalidated shareholder voting on a proposal to scrap Apple's power to issue preferred stock at its discretion.

Apple says this would enhance governance. But the hedge fund manager argued it could complicate efforts to issue preferred securities in the future.

Cook said again on Wednesday that Einhorn's lawsuit - regardless of its efficacy - was a "silly sideshow." The underlying principle of cash distribution was something he and the board took seriously, he added.

The proposal was not put forth on Wednesday but Apple shareholders and representatives from the California Public Employees Retirement System and the Nathan Cummings Foundation spoke in favor of it at the meeting.

CalPers, owner of 2.7 million Apple shares, had supported the so-called Proposal 2. Senior Portfolio Manager Anne Simpson said it was unfortunate the measure could not be put forward.

"We know there is hot debate going on with cash," Simpson told the assembled shareholders. "We are willing and happy to wait."

NEW HQ TO BE DELAYED

Cook, who took over from late company co-founder Steve Jobs in 2011, answered a variety of questions from shareholders, including some on Apple's new headquarters, labor conditions in its factories and product plans.

One shareholder also asked why there was no bathroom in an Apple retail store in Santa Monica, Calif. Cook, acknowledging that it was an important point, said he will look into it.

On the new headquarters, Cook said the company plans to break ground later this year and occupy the facilities in 2016, a delay from the original 2015 target date.

The meeting largely followed the script with no distractions. Shareholders voted down two shareholder proposals, both of which were opposed by Apple's board. One wanted Apple leadership to hold more stock, the other was a proposal to create a board committee on human rights.

Sorry 'Arrested Development' fans, Netflix series is probably a 'One-Off'

NEW YORK (TheWrap.com) - "Arrested Development" fans who want the show to come back for good had better start looking for someone to help them out. Netflix will release the fourth season of the show in May, but CEO Reed Hastings said that's all his company has signed up for.

Speaking at Morgan Stanley's Technology, Media & Telecom Conference in San Francisco on Monday, Hastings said he didn't anticipate being able to do season five, six or seven - just the forthcoming fourth season.

"It's a fantastic one-off," Hastings said, citing his company's lack of control over the Fox and Imagine-produced show. "Think about it as a non-repeatable amazing."

Despite its passionate audience, the critically beloved comedy was canceled by Fox in 2006 after three seasons due to low ratings. Years later, Netflix stepped in to distribute a new season.

Creator Mitchell Hurwitz said this month at AllThingsD's Dive Into Media conference that Netflix was one of the only places where the show could live. A movie, he said, would be too difficult because time has passed since the show last aired, but releasing the show all at once, as Netflix will do, enabled him to film around his actors' schedules.

Hastings on Monday tried to downplay the importance of original shows to Netflix's bottom line while concurrently recognizing that they were essential to its future. Netflix, which just released the "House of Cards," has several new shows coming this year, including Eli Roth's "Hemlock Grove" and Jenji Kohan's "Orange is the New Black."

"It may be the center of the PR for a while and that's OK, but i don't want you guys to think that suddenly we're the original content company," Hastings said.

Companies like Hulu and Amazon are also investing in original programming, and Hastings compared them all to successful cable channels, such as HBO, Showtime, FX and Starz. Yet only one can be HBO.

"We want to be HBO," Hastings said. "And let others be the smaller ones."

'Argo' wins best picture on scattered Oscar night

LOS ANGELES (AP) ? Just as Oscar host Seth MacFarlane set his sights on a variety of targets with a mixture of hits and misses, the motion picture academy spread the gold around to a varied slate of films. "Argo" won best picture as expected, along with two other prizes. But "Life of Pi" won the most awards with four, including a surprise win for director Ang Lee.

"Les Miserables" also won three Academy Awards, while "Django Unchained" and "Skyfall" each took two.

Among the winners were the front-runners throughout this lengthy awards season: best actor Daniel Day-Lewis for his deeply immersed portrayal of Abraham Lincoln in Steven Spielberg's epic "Lincoln," best actress Jennifer Lawrence as a troubled young widow in "Silver Linings Playbook" and supporting actress Anne Hathaway as the doomed prostitute Fantine in the musical "Les Miserables." Christoph Waltz was a bit of a surprise for supporting actor as a charismatic bounty hunter in Quentin Tarantino's "Django Unchained," an award he'd won just three years ago for Tarantino's "Inglorious Basterds."

The 22-year-old Lawrence, who got to show her lighter side in the oddball romance "Silver Linings Playbook" following serious roles in "Winter's Bone" and "The Hunger Games," gamely laughed at herself as she tripped on the stairs en route to the stage in her poufy, pale pink Dior Haute Couture gown. Backstage in the press room, when a reporter asked what she was thinking, she responded: "A bad word that I can't say that starts with 'F.'" Keeping journalists in hysterics, she explained, "I'm sorry. I did a shot before I ... sorry."

That's the kind of raunchiness MacFarlane himself seemed to be aiming for as host while also balancing the more traditional demands of the job. There was a ton of singing and dancing during the three-and-half-hour broadcast ? no surprise from the musically minded creator of the animated series "Family Guy" ? including a poignant performance from Barbra Streisand of "The Way We Were," written by the late Marvin Hamlisch, during the memorial montage. But MacFarlane also tried to keep the humor edgy with shots at Mel Gibson, George Clooney, Chris Brown and Rihanna.

An extended bit in which William Shatner came back from the future as his "Star Trek" character, Capt. James T. Kirk, had its moments while a joke about the drama "Flight" being restaged entirely with sock puppets was a scream. A John Wilkes Booth gag in reference to "Lincoln" was a bit of a groaner, perhaps intentionally, while MacFarlane relied on his alter ego, the cuddly teddy bear from his directorial debut "Ted," to make a crack about a post-Oscar orgy at Jack Nicholson's house. (MacFarlane already has indicated he's one-and-done with Academy Awards hosting.)

But it was Day-Lewis who came up with the kind of pop-culture riffing that's MacFarlane's specialty. In accepting his record third best-actor award from presenter Meryl Streep, he deadpanned that before they'd swapped roles, he originally was set to play Margaret Thatcher "and Meryl was Steven's first choice for 'Lincoln,' and I'd like to see that version."

Besides best picture, "Argo" won for Chris Terrio's adapted screenplay and for William Goldenberg's film editing. Affleck famously (and strangely) wasn't included in the best-director category for his thrilling and surprisingly funny depiction of a daring rescue during the 1979 Iranian hostage crisis. But as a producer on the film alongside George Clooney and Grant Heslov, he got to take home the top prize of the night.

"I never thought I'd be back here, and I am because of so many of you in this academy," said Affleck, who shared a screenplay Oscar with pal Matt Damon 15 years earlier for their breakout film "Good Will Hunting."

Among the wisdom he's acquired since then: "You can't hold grudges ? it's hard but you can't hold grudges."

Lee, who previously won best director in 2006 for "Brokeback Mountain" (which also didn't win best picture), was typically low-key and self-deprecating in victory. His "Life of Pi" is a fable set in glorious 3-D, but Spielberg looked like the favorite for "Lincoln." The film also won for its cinematography, original score and visual effects.

"Thank you, movie god," the Taiwanese director said on stage. Later, he thanked his agents and said: "I have to do that," with a little shrug and a smile.

"Les Miserables" also won for sound mixing and makeup and hairstyling. The other Oscar for "Django Unchained" came for Tarantino's original screenplay. Asked about his international appeal backstage, Tarantino was enthusiastic as usual in saying: "I'm an American, and a filmmaker, but I make movies for the planet Earth."

Speaking of global hits, the James Bond action thriller "Skyfall" won for its original song by the unstoppable Adele (with Paul Epworth). It also tied for sound editing with "Zero Dark Thirty," the only win of the night for Kathryn Bigelow's detailed saga about the hunt for Osama bin Laden.

Among the other winners, "Searching for Sugar Man," about a forgotten musician's rediscovery, took the prize for best documentary feature. Pixar's fairy tale "Brave" won best animated feature.

One of the biggest moments of the night came at the end, as First Lady Michelle Obama announced the winner of the best picture prize. Backstage, Affleck described how surreal it was when he heard her say the word: "Argo."

"I was sort of hallucinating when that was happening," he explained. "In the course of a hallucination it doesn't seem that odd: 'Oh look, a purple elephant. Oh look, Michelle Obama.'"

Each January, 24/7 Wall St. forecasts the publicly traded U.S. companies that will have the highest profits in the year ahead.

This year, Apple (AAPL) almost certainly will keep first place, well ahead of No. 2 Exxon (XOM), as the most profitable corporation in America. It already passed the oil giant in market capitalization. However, while the market appears to anticipate continued rapid growth from Apple, its prospects have dimmed somewhat. After reaching all-time highs last year, Apple?s stock advance has stopped and shares have sold off recently.

The list of most profitable companies is still dominated by oil companies, banks and big tech. A look back at profits over the past five years shows that this trend has continued. Some of these companies have not grown much on the top line of revenue for several years. But they continue to be earnings machines because of their long-time sales success, which will help them produce higher profits in the foreseeable future. Microsoft (MFST) is the best example of this. The software company is no longer considered a leader in the tech world, a position taken by public corporations like Google (GOOG) . Yet, Microsoft?s Windows and business franchises still have huge profit margins. Microsoft?s net income is greater than that of almost all other tech firms.

24/7 Wall St. used Capital IQ data to identify companies with the largest profits, defined as net income, over the past 12 months. This included revenue and earnings forecasts and pricing data. We reviewed earnings forecasts for the final quarter of 2012 and for the full year of 2013 to gauge growth prospects. In addition, 24/7 Wall St. looked at the top 100 companies in the Fortune 500 based on revenue and again reviewed earnings and earnings forecasts for these based on Capital IQ data. Here are what 24/7 Wall St. predicts will be the 10 most profitable companies of 2013:

1. Apple, market cap: $ 491.6 billion
? Forecast: Revenue of $ 191 billion, up 23%, earnings of $ 46 billion, up 10%
? Stock price: $ 500, trading between $ 418.66 ? $ 705.07 per share

More than a year after the death of co-founder and CEO Steve Jobs, Apple?s efforts to maintain preeminence in the smartphone and tablet PC markets are under constant scrutiny. Apple?s pace of change has been remarkable. When it launched the iPhone, the company was a PC and portable music player company. Just over five years late, the iPhone accounts for almost half of Apple?s revenue and two-thirds of its profits. Competition from a broad array of products from other companies, led by the Samsung line of smartphones and Amazon.com?s Kindle tablet, has eroded Apple?s lead. Apps built for the Google Android mobile operating system threatens Apple?s strength in the app business, in which it has had a mammoth lead. There is a great deal of speculation about what Apple will do to remain ahead of its competition in all markets, including talk of launching an Apple TV and a cheaper version of the iPhone. Nervousness about Apple?s prospects have pushed down its shares about 15% the past six months.

2. Exxon Mobil, market cap: $ 406.2 billion
? Forecast: Revenue of $ 473 billion, down 1%, earnings of $ 37 billion, up 2%
? Stock price: $ 90.80, trading between $ 77.13 ? $ 93.67 per share

Exxon Mobil is the world?s fourth-largest oil company, the largest company in the U.S. based on revenue, and the second-largest public corporation in the world based on market cap. Like most large energy companies, Exxon has made a large bet on the oil sands business, a relatively new way to produce significant amounts of crude. It also continues to increase its capacity to bring crude from deep-sea locations, and it is investing $ 14 billion in the Hebron fields off the coast of Newfoundland. As have most of the world?s largest energy companies, Exxon has embraced the clean energy and fuel-efficiency movements, and it says it plans to spend a staggering $ 185 billion in energy projects the next five years.

3. (tie) Chevron (CVX), market cap: $ 216.2 billion
? Forecast: Revenue of $ 260 billion, up 8%, earnings of $ 24 billion, unchanged
? Stock price: $ 110.47, trading between $ 95.73 ? $ 118.53 per share

Chevron is the third-largest company in the U.S., based on revenue, according to Fortune, behind Wal-Mart and Exxon. Like most other large U.S. oil and diversified energy firms, much of Chevron?s revenue comes from overseas. In the most recent quarter, Chevron?s total sales were $ 55.7 billion, of which $ 32.4 billion was pegged as ?international.? Chevron recently forecast its financial results for the final quarter of 2012 would be particularly strong. Chevron has significant operations in the natural gas sector, operates gas stations under the Chevron, Texaco and Caltex brands, and has large shipping and pipeline operations. Its Online Services Division, made up of its Bing search engine and MSN portal, has struggled with losses. Google remains the dominant search engine by far, which has hurt Bing?s growth chances. Microsoft has also had trouble gaining adoption of its mobile Windows product, which relies in large part on its partnership with handset giant Nokia (NOK). Microsoft?s struggles have hurt it on Wall Street ? its stock is down more than 20% the past five years.

Until recently, JP Morgan Chase CEO Jamie Dimon was considered the preeminent chief executive in his industry. His name was often mentioned as a possible candidate for Treasury Secretary when Tim Geithner retired. As a matter of fact, Warren Buffett said he favored Dimon for the job. But JP Morgan has had its share of trouble recently, and Obama?s chief of staff, Jack Lew, was nominated to be the next Treasury secretary. The heart of JP Morgan?s trouble was a large trade that cost the bank more than $ 6 billion. It was made by London investment employee Bruno Iksil, who has been called the ?London Whale? because of the magnitude of the hit to JP Morgan?s financials. Dimon readily admitted that poor management was the cause of the problem, which cost the bank?s chief investment officer her job and caused Dimon to replace the head of London trading operations. As a result, Dimon lost most of his bonus for last year.

The quality of those numbers confirmed what many analysts believe: Wells Fargo has been able to build ?a reputation as one of the strongest banks in the country,? as ABC News reported. An indication of Wall Street?s admiration for the bank is that its share price has well outperformed its peers the past five years. Like the other large American banks, Well Fargo is highly diversified. It has retail bank operations, commercial operations that handle business lending, an investment bank and a wealth management business.

IBM is one of America?s largest tech companies. It is also one of the most diverse. Its strength in sales to corporations and government has allowed it to largely avoid many of the troubles that have faced firms like Dell (DELL) and HewlettPackard (HPQ), which are more dependent on sales to consumers. IBM has significant operations in Europe and Asia. It sells hardware ? including mainframe computers ? software and IT services. It also has consulting operations and a finance division. IBM is one of America?s oldest tech companies, and in 2011 celebrated the 100th anniversary of its founding. The company last year appointed its first female CEO ? Ginni Rometty.

8. General Electric (GE), market cap of $ 222 billion

GE is considered the world?s largest conglomerate. It provides global infrastructure products and services, health care systems, jet engines and transportation services, and household appliances. It also has a large financial services division. One of the major criticisms of GE management is that the company has grown very little over the past several years. Wall Sreet has reacted negatively, and the stock price has fallen by over a third over the past five years. GE CEO Jeff Immelt is highly visible in business and government circles, and currently heads the U.S. Jobs Council set up by President Obama.

Pfizer?s largest challenge, like that of most other large pharmaceutical companies, is the expiration of patents for much of its drug portfolio. Cheaper, generic versions of these drugs have taken market share. In a recent example, Pfizer had to drop the price of Viagra in Canada to compete with generic versions sold there. Pfizer has gone through a series of layoffs to protect its margins, most recently at its U.S. sales operations. In the latest reported quarter, revenue fell to $ 14 billion from $ 16.6 billion in the same period a year ago.

Wal-Mart is made up primarily of three divisions: Wal-Mart?s domestic stores, its Sam?s Club warehouse operation and Wal-Mart International. Wal-Mart has had a year marked by scandal. Allegedly, executives at the company?s Mexico division bribed government officials. Democratic Congressmen Elijah E. Cummings and Henry A. Waxman recently released information indicating Wal-Mart CEO Mike Duke was aware as early as 2005 of allegations company executives had bribed Mexican government officials.

James Harden and Carlos Delfino each scored 22 points, and the visiting Houston Rockets tied their longest winning streak against any opponent by beating the Brooklyn Nets for the 13th straight time, 106-96 on Friday night.

Houston blew most of a 15-point lead in the fourth quarter before Delfino hit a big 3-pointer with 1:54 left. He later made another jumper before Harden followed with a 3-pointer to put it away.

Tony Zamazal, Texas Student, Says School Won't Let Him Wear Dress To Senior Prom

A Texas-based teen is battling his high school after being told he won't be allowed to wear a dress to his senior prom.

Tony Zamazal, who says he's been wearing women's clothing as often as he can in recent months, had hoped to make a formal debut in a dress, heels and a wig at Spring High School's end-of-year dance. After asking an assistant principal if he could attend the prom in that attire, he was immediately shot down, KHOU 11 News is reporting.

"He told me it just wasn?t in the dress code. [He said] women wore dresses, and men wore tuxedos,? Zamazal told the news station. He went on to note, "It?s not okay to just tell people, they can?t be the way that they are. It?s not just a choice of the way you look. It?s more of who you are.?

A Spring Independent School District spokeswoman told the channel that Zamazal can fight the decision by taking his request up with the Spring High School principal.

Zamazal's case is merely the latest challenge to high school prom regulations across the country in recent weeks. In Missouri, gay teen Stacy Dawson was initially turned down by Scott County Central High School administrators after he hoped to take his boyfriend as his senior prom date, prompting the school's superintendent to reportedly agree to revise a long-standing policy which appeared to ban same-sex prom dates.

Earlier this month, students and staff at an Indiana-based high school tried to quickly distance themselves from international media frenzy over a local group's plea for a "traditional" alternate prom that would ban gay teens.

The most vocal member of that group, special education teacher Diana Medley sparked the most controversy when she compared LGBT teens to special needs students and said she "honestly didn't" feel gay people had a "purpose" in life.

In 2010, a Mississippi-based lesbian teen was awarded $35,000 after her high school opted to cancel its prom rather than permitting her to attend the dance with her girlfriend.

Eighteen-year-old Constance McMillen told the AP, "I knew it was a good cause, but sometimes it really got to me. I knew it would change things for others in the future and I kept going and I kept pushing."

Student says football coach asked for naked picture

Bradenton, FL - A student says Manatee High School assistant football coach Rod Frazier, brother of college football great Tommy Frazier, asked her for a naked picture.

According to the Sarasota Herald-Tribune the girl also claims Rod Frazier improperly touched her and at one point told her he loved her.

In a letter the girl gave to the Manatee High School Principal back on January 9th she said; "When we were in (Frazier's) office he would give me a hug, rub his hand on my upper leg, grab my thigh and butt."

The Herald-Tribune was given a copy of the letter from the student and her parents this week.

In an interview with a reporter from the paper the girl said she was touched inappropriately about 10-times by Frazier and received more than 250-text messages from him, many of those texts at night.

A review of Frazier's personal file by 10 News shows the district did investigate Frazier, who is also a parent liaison at Manatee High, for any possible misconduct back in November. During the school's investigation Frazier was placed on paid administrative leave.

However Frazier was reinstated after just one day later and coached that night in a playoff game against St. Petersburg Northest.

Manatee High is a football powerhouse, winning the state championship in the past.

Frazier played high school football at the school and played college ball at the University of Florida.

Frazier's attorney Eddie Mulock told 10 News he's still gathering facts about the case but doesn't believe his client did anything wrong. In fact Mulock said as a parent liaison Frazier was likely in a vulnerable position as he tried to help students.

"That's one thing that's got him in this problem, I think he tried to do too many things for kids. I know he's gotten calls from kids late at night that have got in trouble and so forth and I think he just got himself in a situation trying to help kids is where he left himself vulnerable to allegations," Mulock said.

But since news of the girl's allegations hit the paper, Bradenton's Police Chief has requested all of the school's records on the situation and has launched its own investigation.

When reached by phone Friday, Police Chief Michael Radzilowski said he was "upset" the district did not contact law enforcement about the girl's claims. ?

With questions like; why weren't police called initially and just how thorough was the district's November investigation? School Board member Dave Miner on Friday called for an emergency board meeting.

"I think I share with everybody ... in finding who knew what, when and what did they do and hopefully that will be forthcoming quite soon," Miner said.

Mulock said Frazier was not going to talk with the media at this point. He continues working as usual at Manatee High.

Budget session of Parliament begins with President address

New Delhi, Feb 21 (ANI): The Budget Session of Parliament began on Thursday with President Pranab Mukherjee addressing both Houses.

The President in his speech hoped that the Budget Session of Parliament would be productive.

?I hope this session will be productive and peaceful,? he said.

Earlier, Prime Minister Dr. Manmohan Singh appealed to the Opposition for smooth functioning of Parliament ahead of the Budget Session.

Expressing hope for a responsible dialogue and debate in the Budget Session, Dr. Singh said: ?We are looking forward to a very productive, constructive session of Parliament. That is what our country?s people expect Parliament to do. We are meeting against the background of global slowdown of economic activity, which has also affected us. It is now a challenge for all of us to take credible action to ensure that we are least affected by this global slowdown.?

?In this context, the way we conduct the financial business now before Parliament will be a crucial determinant of our country?s ability to cope with the formidable challenges that our country faces,? he added.

Dr. Singh further said that he looks forward to the cooperation of all sections of the house

?We look forward to the cooperation of all sections of the house. On our part, we wish to engage constructively, productively with all sections of the house in the expectation that there would be responsible dialogue, debate among Members of Parliament,? he added.

The Budget (Railways) for 2013-2014 will be presented to the Lok Sabha on February 26 immediately after Question Hour. The Economic Survey of India will be laid in the Parliament on February 27. The Budget (General) for 2013 ? 2014 will be presented at 11.00 a.m. on February 28.

To finalise the government business for the 2013Budget Session, Parliamentary Affairs and Urban Development Minister Kamal Nath took a meeting with Secretaries/senior officers of various Ministries/Departments on February 15. The Minister of State in the Ministry of Parliamentary Affairs co-chaired the meeting.

During the meeting, 71 items [55 Bills, 13 Financial items and 03 Non-legislative items] were identified for 2013 Budget Session. (ANI)

ST. LOUIS (AP) ? An armada of snow plows and salt spreaders deployed Wednesday on highways across the nation's heartland as a winter storm that's already blamed for one death promised to dump up to a foot of snow in some areas and bring freezing rain and sleet to others.

Winter storm warnings were issued from Colorado through Illinois. By midday Wednesday, heavy snow was already falling in Colorado and western Kansas. In Oklahoma, roads were covered with a slushy mix of snow and ice that officials said caused a crash that killed an 18-year-old man.

National Weather Service meteorologist Jayson Gosselin said parts of Colorado, Kansas and northern Missouri could get 10 to 12 inches of snow. Dodge City, Kan., was bracing for up to 16 inches of snow. Farther south, freezing rain and sleet already were making driving treacherous.

Cody Alexander, 18, of Alex, Okla., died when the pickup truck he was driving skidded out of control in slush on State Highway 19, crossed into oncoming traffic and was hit by a truck, the Oklahoma Highway Patrol said. The other driver was not seriously injured.

In northern Arkansas a school bus crashed Wednesday afternoon on a steep, snowy country road, leaving three students and the driver with minor injuries. Pope County Sheriff Aaron Duval said the bus slid off a road on Crow Mountain, nearly flipping before it was stopped by trees at the roadside.

Officials feared the winter storm would be the worst in the Midwest since the Groundhog Day blizzard in 2011. A two-day storm that began Feb. 1, 2011, was blamed for about two dozen deaths and left hundreds of thousands without power, some for several days. At its peak, the storm created white-out conditions so intense that Interstate 70 was shut down across the entire state of Missouri.

"We're not going to see that type of storm, but it's certainly the most impactful in the last two winters," said Gosselin, who works in suburban St. Louis.

Tim Chojnacki, spokesman for the Missouri Department of Transportation, said it planned to have salt trucks on the roads before the storm arrived in the Show-Me State in hopes that the precipitation would largely melt upon impact.

Much of Kansas was expected to get up to a foot of snow, which many rural residents welcomed after nearly a year of drought.

Jerry and Diane McReynolds spent part of Wednesday putting out more hay and straw for newborn calves at their farm near Woodston in north central Kansas. The storm made extra work, but Diane McReynolds said it would help their winter wheat, pastures and dried-up ponds.

"In the city you hear they don't want the snow and that sort of thing, and I am thinking, 'Yes, we do,' and they don't realize that we need it," she said. "We have to have it or their food cost in the grocery store is going to go very high. We have to have this. We pray a lot for it."

Meanwhile, a separate snow storm caught many drivers by surprise in California, leaving hundreds stranded on mountain highways. A 35-mile stretch of Highway 58 between Mojave and Bakersfield was closed Wednesday, and several school districts closed. No injuries were reported.

Schools also were closed in northern Arizona and Colorado with snow there. Mindy Crane, a spokeswoman for the Colorado Department of Transportation, said hundreds of plows had been deployed for what was expected to be one of the most significant snow storms of the season.

Just the threat of snow led to a series of shutdowns in the middle of the country. Kansas Gov. Sam Brownback closed state government from Thursday morning through Friday morning and urged residents to stay off the roads.

Lawmakers in Nebraska and Iowa cancelled committee meetings and hearings, and the Arkansas Senate voted to recess until Monday so lawmakers could make it home before the worst of the storm hit. University of Nebraska officials moved a Big Ten men's basketball game against Iowa from Thursday to Saturday.

Gosselin said precipitation is generally expected to drop off as the storm makes its way east. Chicago and parts of Indiana, he said, could get about 2 inches of snow and some sleet.

American intellectual and literary editor of The New Republic Leon Wieseltier, University of Cambridge historian Prof. Sir Geoffrey Lloyd, and preventative medicine specialists Prof. Cynthia Kenyon and Prof. Gary Ruvkun are among the winners of the 2013 Dan David Prize, which annually awards three prizes of $1 million each. The prizes are granted for "proven, exceptional and distinct excellence in the sciences, arts and humanities that have made an outstanding contribution to humanity."

The laureates, who donate 10% of their prize money towards 20 doctoral and postdoctoral Tel Aviv University scholarships, will be honored at a ceremony at the university on June 9, 2013 during the University's International Board of Governors Meeting from June 6-10.

The Dan David Prize is named for the late international businessman and philanthropist Dan David. Its international headquarters are located at Tel Aviv University. Each year the International Board chooses one field within the three time dimensions of Past (highlighting fields that expand knowledge of former times), Present (recognizing achievements that shape and enrich contemporary society) and Future (focusing on breakthroughs that hold great promise for the improvement of our world). Following a review process by independent Review Committees comprised of renowned scholars and professionals, the International Board then chooses the laureates for each field.

The 2013 Dan David Prize laureates are:

Past In the field of "Classics, the Modern Legacy of the Ancient World": Prof. Sir Geoffrey Lloyd of the Needham Research Institute and the University of Cambridge, for his work on the subject of Greek science as a major field in the history of classical philosophy, illuminating the roots of modern science.

Present Sharing the prize in the field of "Ideas, Public Intellectuals and Contemporary Philosophers": Prof. Michel Serres of Stanford University and Universit de Paris, one of the most important modern French philosophers, for his intimate knowledge of the western tradition in philosophy and science and for his discussion of a vast range of current questions, and Mr. Leon Wieseltier, American intellectual and philosopher and Literary Editor of The New Republic, a foremost writer and thinker who confronts and engages with central issues of our times, setting the standard for serious cultural discussion in the United States.

Future Sharing the prize in the field of "Preventative Medicine": Prof. Esther Duflo, of the Massachusetts Institute of Technology, an economist noted for her work on social conditions and strategies related to the alleviation of poverty which deals directly with prevention of disease; and Dr. Alfred Sommer of Johns Hopkins Bloomberg School of Public Health for his unexpected and striking discovery in demonstrating that vitamin A has the power to save children's lives.

The Dan David Prize, the culmination of the philanthropic effort of the late businessman Dan David, has been headquartered at Tel Aviv University since its establishment in 2000. "Very important to the prize is the underlying philosophy. It's an idea that recognizes the importance of the time dimension and the interplay between time dimensions, past present and future," says Prof. Itamar Rabinovich, Chairman of the Dan David Foundation. "Dan David's family his widow Gabriella and his son Ariel my colleagues on the foundation and I are delighted by the smooth and effective collaboration between Tel Aviv University and by the excellent fashion in which the prize is managed and administered here. I'm looking forward to many more years of such collaboration and such great choices."
